Definition	For the purpose of preventing omission or double-counting of survey units, the entire subjects for statistics or their geographic area is sectioned or assigned to a certain number or certain districts by Eup/Myeon/Dong to represent the approximately similar number or similar area.
Commentary	The purposes are: to prevent omission or double-counting of household/house; to allocate reasonable level of workload to surveyors.
